I think SimpleX is not under radar (yet) and should work normally.
The following messengers don't work without a VPN (depending on the region of the country):
session
simplex
matrix
I haven't tried the others yet
signal app messenger can work even without vpn but you need to change some settings ("censorship circumvention" option).
