Restrictions on access to Russian IP addresses at the server level

Do you think it's a good idea to restrict access to Russian IP addresses directly on the server to hide the VPN/proxy usage from Russian websites and programs?

I know about split tunneling, but sometimes it doesn't work properly, especially on Android. Sometimes you can accidentally open a Russian website from behind an VPN or proxy.

Plus, there's a recently emerged threat in all proxy clients that can even compromise the configuration.

Is this difficult to implement?
Are there any downsides to this solution?
I only see two:
1) Sometimes I want to access a Russian service without revealing my Russian IP address.
2) Because the restrictions are enforced by incompetent bastards, even seemingly "whitelisted" websites and programs sometimes don't work without a proxy and VPN.
