We are at the stage where it does not matter that much about protocol version, because whole ASN's are blocked and it won't change anything even if upgraded to 3.1. The blocked IP's won't become magically available with the new version.
If I try to connect to your Amnezia servers, nothing works. However, if I change the default DNS, jc, jmin, and jmax values in the config, add the MTU, and add the I1 parameter, the connection works over a wired connection, Wi-Fi, and mobile data.
