Anti-fraud checks block based on IP type most of the time. Not exact location of the IP address.
All of our IP address belongs to data center and not ISP (Residental), it will be rejected/blocked either way.
Also don't forget that the IP will also be marked as high risk, due the fact that it generates a lot of traffic and many-many users are connecting from it.
